Is this for a sponsorship application?

Yes - your husband needs to sponsor you for PR. No - your TRV refusal should not impact this application.

As explained to you previously, you do not qualify for a work permit. There is no point applying for one - it will be refused.

I am not knowledgeable about this but what if my husband already applied me for another open work permit? Will it affect the PR application? Please enlighten me. Thanks for the reply

If you keep applying for things you don't qualify for and racking up refusals - then yes, this could end up impacting your PR application since it may look like you're just trying to find a way to get to Canada and your relationship is a marriage of convenience.

Your husband should withdraw the open work permit application. It has been explained to you a few times that you don't qualify for one and your first one was already refused. Not sure why he would have submitted a new one or why he might be considering submitting a new one.

Please follow what Scylla has told you.
The sponsorship will be the best option.
I was denied TRV but after we got married, we never bothered again for a TRV but just for sponsorship. It worked well for us.
I could have qualified for express entry or whatever but we chose to go for what we thought was best for us.
