Hello,
Last week I received a request from CIC to provide a PCC from my home country for myself and my wife. At this point, I've also received MRs and paid the RPRF.
During the last few days, I was trying everything I could to get the PCC. I went to RCMP and got my fingerprints, notarized the fingerprints, then authenticated it from the foreign affairs. After that, I went to my embassy to get it certified and they told be that they will not do that because it is meant for immigration and that is not approved by them! I tried to talk some sense into the person in charge and he said he was following the rules that no fingerprinting is to be certified for "citizens" for immigration purposes. So if I wasn't a citizen of that country, I would've got it easily because they wouldn't care!
I made a lot of calls back home and couldn't find a way around it. Fingerprints are required and a request letter has to be included from whoever is requesting it.
Even if I have to travel for it, I still have to justify why I need it and that it's not for immigration or citizenship to a foreign country.
I called CIC and explained my situation and the agent asked if I have a rejection letter from the embassy. I told her that I don't have one and they wouldn't cooperate to give me one either. She asked me to email CIC ottawa (where my file is) and explain the situation. At this point, how can I explain this? I went online and searched for a proof that they don't approve immigration but I couldn't find any. The only thing I found is that duel citizenships are not allowed (actually this is available in many websites online).
What should I do in this case? Did anyone face the same issue with their home country?
