Hi all,

we were planning with husband to visit Canada last summer, but because of health issues we re-book our tickets for summer 2013. But got pregnant. we know that delivering in Canada is expensive. But can we stay in Canada as parents of a Canadian baby ? Under what status and for how long ?

No - you can't stay in Canada as the parents of a Canadian baby.

Parents derive no benefits or status from having a baby in Canada. If you visit Canada as visitors, you will be allowed to stay for as long as your visitor status allows.
 
You can certainly apply for one of the immigration streams (e.g. skilled worker, provincial nominee) while you are in Canada. However there's really no "in Canada" process for applying. Your application will be processed through your home country's visa office just like it would if you had applied from outside of Canada.

Also, applying while you are in Canada will not allow you to remain in Canada while the application is being processed. You will still have to leave Canada once your visit ends.
