I am planning to Apply for Quebec Immigration.below are My spouse and my details.

Education
Graduation : BCA (Bachelor of computer Applications)
Post graduation : MBA (Master of business Application)

Language
English : IELTS (Reading: 4, writing: 6, Listing: 6.5, Speaking: 6.5)
French : DELFA1 (Reading:20.50,writing:18.50,Listing:9,Speaking:14)

Children : No Children
Family stay in Quebec : Not available
Employment offer in Quebec : No
Financial Self sufficiency : Enough Funds

Spouse Details:
Age : 29

Graduation : BSc(Bachelor of computer Science)
Post graduation : MCA (Master of computer Applications)

Language
English : IELTS(Reading:5.5,writing:7,Listing:5.5,Speaking:6.5)

When I checked with my consultant in India,he says that

unless I get 15/25 both in Listening and speaking I can not claim points in French.is it true?

because I am less by 2 points and I do not know whether tp apply or not
