Delaying family to come to canada

Hi. I have a partner who is sponsoring his family to come to canada under AINP. He has just received an email from Manila Canadian embassy asking them to submit passports for visa issuance. Since he is not quite ready yet as he needs to find a place for his family to stay in, can he delay their coming and let their visa lapse and re apply them in the future? And can he just exit in the US border to be able to become a PR? I need your help! Thanks!

When did they do their medicals? The expiry date of the immigrant visa will be the same as the medicals. He and family have to land by the expiry date on the immigrant visa, otherwise, they will all have to apply from the beginning. Rules change, so it is a big risk to get to this point and decide not to finish the race.

Even if they aren't ready to move yet, they can all "land", then leave Canada after. But they have to remember residency obligations.

You may want to check the passport request letter - it has a clause as below:

You must arrive in Canada before the date of expiry. The validity of a permanent resident visa will not be extended and replacement visas will not be issued with a new validity date. If you still wish to go to Canada, you will then be required to make a new application (you must pay new processing fees and meet all selection and statutory requirements in effect at that time).
Allowing the visa to lapse brings them back to the start of the application process.

The permanent residence visa has a validity period; the family should complete their landing in Canada before the visa expires.

They should come to canada before oct. 13. Can he become PR first as he is going to exit in Montana US border? They had their medical done October of last year.

Yes - the principal applicant should as much as possible "land", with or before the dependents. As SenoritaBella said - if it is really a stretch to bring them over before October, his family can "land" and then exit to return at a later date, but keeping in mind the residency requirements to retain PR status.

Re-application is essentially starting over again the whole immigration process. It is not as simple as simply reapplying for just a visa. After going through the whole immigration process, you do not want to do that all over again (apply for nomination, pay fees, submit to CIO, undergo medicals etc.)...

The PPR letter states specifically so....

And the note included with the CoPR has this excerpt:

Your Visa Has Been Given The Maximum Validity It Cannot Be Extended
If you do not use your visa before it expires, you must reapply for immigration to Canada. You will have to go through the processing steps again. Applications for Permanent Residence in Canada are assessed according to the laws and regulations in force at the time of their assessment. The fact that a visa was previously issued to you does not mean that a subsequent application will also be approved
