Good day, how do one send a message to ircc on a delayed work permit?
In this case, both friends applied same time but the other submitted 2days later. The person who submitted late has gotten his work permit while the person who submitted early is yet to get his and both are refugees. Thought the application process is a first come first serve basis but ow its stating otherwise.
What can be the cause and how to get ircc issue the work permit on the person who made submission first.

Not first come, first serve. Cause could be going to a different officer to review and still in the queue. No science behind it. Raise a webform or call IRCC and ask about status. If within processing times, nothing to do but wait.
