Delayed CAQ response

I applied for my CAQ since March,yet to get any response.....anyone with similar problem? And can one proceed with study permit application whilst awaiting CAQ ?

I applied in Sep, got approve letter after two weeks of submit. You should give a call to them to ask the status, it's too long.
