Are you sure that processing time is exceeding due to background check and not due to applicants receiving their CSQ via PEQ?
is those under peq or regular i know under peq people have already crossed 16 months mine 11 moths running no medical
yeah its PEQ, although I think both regular and PEQ pressing is the same, so there shouldn't be any difference or priority

I know a person get ppr in 15 months he did frech from lester b pearson
Should I be worried? I have not received any update since February 2016 (AOR). No MR received yet.
It has nothing to do with french certification.
CIC hasn't issued any PR to Iranian citizens around a year just because of Nationality!
Didn't you submit upfront medicals?
Check timelines of @highheel987. He/She submitted upfront medical with application in Sept 2016 , received "Medical Passed" in Sept 2017 and DM/PPR in Oct 2017.
Your application might follow same pattern.
