Delay in Spouse PCC

Hi,

I sent application for India PCC for my spouse who lives in USA immediately the day after I received my ITA.
But due to delays by VFS I don't think we will get the India PCC on time. His USA PCC is done.

What are my options ?
1) Can I apply alone without adding my spouse since anyway he might not come to Canada right now ? I can apply for Spouse PR later after I get my PR.

2) Should I add my spouse in my application and write a letter explaining the delay ?

Which option has higher probability of not getting rejected ?

Incorrect. Spouse still needs a PCC
