Delay in reapplying for a WP if barred from entering the country

Hello everyone!

I'm coming seeking information (and/or confirmation) about a certain situation.

I got off the phone with a CIC agent a few minutes ago, and I'm not entirely sure is answer is right, so I'd like to see if anyone can confirm it.

Situation is as follow: One of my friends (She is French, living in France) was in Canada a couple years ago on a student exchange. Part of the program called for an unpaid internship. She didn't have by then a work permit. Problem is, CIC considered that even if it was unpaid, the internship was a form of employment and thus, she worked illegally. We found out last summer when she tried to enter the country for a holiday.

She was turned back at the customs at the airport, and was subsequently barred from entering the country for 12 months.

We have no quarrel with that.

What we're trying to clarify: she wants to apply for a Work-Holiday permit (PVT) but we're not sure if she has to wait the 12 months probation/suspension/barring period before she can start the application process, or if she can do it in advance, and hopefully be already in the process when she can enter the country again, thus cutting by a good period of the time the waiting.

CIC won't process her application until her 12 months bar has been lifted. She needs to wait until the bar has expired before applying for the IEC/working holiday visa. She should not submit anything in advance.

FYI - CIC was correct in their assessment. She did in fact work illegally (even though she was unpaid).
