Delay in PR card after landing. Close to 3 months now.

Hi friends,

My friend has landed on May 6th, 2016 in Pearson International Airport, Toronto, Canada. She is yet to get the PR card. Not sure how long it will take these days. It's already 10 weeks now.

Can anyone please let us know the estimation if they have landed around the same time? Not sure if Canada Post strike would have played a role.
