delay from manila

i sponsor my conjugal partner... all documents done... she even received Quebec Acceptance Certificate CAQ... police clearance... medical exam and so forth...

Manila ambassy claim her passport 1,5 months ago.... how many months she should still wait to get permanent visa...

I have heard of 2 weeks from submission of passport to when PR visa is received. Ours is at 3 months with no idea when it will come.
