Degree attestation

Hello everyone

I am from Pakistan. I am confused about degree verification. I have done Masters from UK and Masters and Bachelors from Pakistan, I have two masters, so which degree i shud i send to WES for assessment. is it necessary that I shud attest my Pakistani degree from HEC, cant I do it from my university, because WES says that u may attest your degree from HEC, WES is not saying that you must attest degree from HEC, please guide me on this,

UK will be easiest, but for Pakistan one you could just email WES (actually you can call them but you wait long time for answer)
