Declaring family members on common law PR sponsorship?

Heya,

Me (the applicant) and my Canadian citizen partner (the sponsor) are filling out our forms for him to sponsor me for permanent residence through common law and it states:

"If you are applying for permanent residence in Canada, you must declare all of your family members. There are no exceptions to the requirement to declare all family members. In addition, all family members must be examined as part of the process of applying for permanent residence in Canada, even if they will not come to Canada with the principal applicant. Family members who are not declared and examined are excluded from the family class, which means that they cannot be sponsored by you at a later date."

And we are both super confused by this, what does it mean by all my family members? I have to get medicals and police certificates for my entire family even though they are not coming with me....that seems ridiculous? Its just me being sponsored at the moment and no ones coming with me but eventually I want to sponsor my parents to come live with us in a few years....so im concerned that it states "they cannot be sponsored by you at a later date"....

Can anyone please clarify this for me please ??? ???
