its a form - required on landin- probabaly one of requirements anyone who has landed may help

That may be a kind of - Embarkation form - which is given in the airplane before landing. All the passengers should fill that form with the personal information, baggage etc.. should be signed and handed over to the Customs officer at the counter when landed.
