Hey Guys, i need your thoughts about this.

i Applied to the Canadian Embassy for a PR Card and here is below the Status.
  1. We received your application for permanent residence on September 19, 2016.
  2. We started processing your application on June 28, 2018.
is it Considered being Rejected if they took a decision without asking me for the Medical Exam ?

Did you apply for a PR card? Or did you apply for permanent residency? You can only apply for a PR card if you are already a permanent resident and processing doesn't take two years.

If you applied for permanent residency, through which immigration program / stream?

I Applied for a permanent residency from outside Canada.

Canada has many different immigration programs / streams. You'll need to tell us which one you applied through.
