Please anybody can tell me what the meaning of this after 10 months "In Process"?!!!!

If you got medical & you have sent medical & passport. Then its +ve else its -ve

But even though Why the delayed their reply 10 months without any responed all over these period to my inquires?!!!!!!!

Decision made without medical request usually turn into rejection but its really strange that you hanged up for 10 months In process!! Long time for background check.... Anyway just have to wait until you got any written instruction and explanation from CHC.....

By the way Which NOC code did you use?

If any negative decision (it seems imminent) then probably you can think of re applying.....................

All the best

I have seen people who get the medicals and get Visa, have status " Decision Made"

People who do not get Medicals and Visa is not approved, have status " Eligibility review complete"

Your case does not fall in eithr of the above so it is hard to say what it means but " Decision MAde" w/o medicals is not a good sign
