Hi all. Is the following Visa or PPR for applicant to enter canada? decision made approved meaning PR granted? If so, why is it only 7 months valid?

You've sent the passport off already and they've approved it and issue a counterfoil by the looks of it. You should edit your post to remove that bottom line out as it contains personal information.
 
what does counterfoil mean? is it just a visa to let you enter canada?
will CIC return the passport with PR official paper which I will apply for PR card after she land in Canada?
how come it is not one year?

It's a visa they place in your passport. It'll get sent back to you along with Confirmation of permanent residence and then you can land in Canada.

I am on average processing time - 8 months. Some people take up to 10 months or 12 months. The fastest will be 6 months. Mine's no interview needed.
  1. received application for permanent residence on July 23, 2018.
  2. started processing your application on December 10, 2018.
  3. We sent you medical instructions on November 14, 2018.
  4. Medical results have been received Nov 24th, 2018
  5. application forward to HONG KONG December,2019
  6. application arrive in Hong Kong Jan 23,2019
  7. prearrival service invitation Mar 5th,2019
  8. passport request Mar 22nd 2019
  9. application approved, visa stamped on passport April 2nd 2019
