Are there specific rules around this? Or is it because the application is from outside canada it defaults to 60 days?
Now a days ircc is using artificial intelligence so wondering if those are considered decisions arising in canada ?

No it is 60 days. It is a rule. What does AI have to do with JR? You are going for JR because there is an error in law so you outline why. JR doesn’t mean you get a TRV if JR is successful. All it means is that another officer looks at your file and it can still be refused. Assume you have GCMS notes and are confident that there was an error.

Despite using AI to vet applications, they are still reviewed and approved/denied by a person. Targeting the AI in a judicial review probably won't benefit you. IRCC has likely assumed challenges based on that and can support its use in the courts.
