Date of program completion issue with PGWP

Hi everyone! I was a Masters student at a university in Ontario from September 2019 - August 30, 2021. I was full time student throughout my program. I applied for my PGWP on August 31 and received a rejection on October 31. The reason mentioned was that my study permit had expired on March 30. However, I had a study permit which was supposed to expire on November 30, 2021.

I contacted the IRCC call centre and was told that the visa officer might have determined my program completion date to be December 2020 and hence, marked my study permit expired after 90 days. I was in a thesis program and didn't take any courses after December 2020 to focus on my thesis. I was still a full-time student at my university since I was doing my thesis research. I defended my thesis in last week of August and graduated on August 30.

I re-applied for a pgwp in November and haven't heard back since. Here are the questions that have been bothering me:

1. I was given a study permit extension in June 2021 which extended my study permit validity from July 2021 to November 2021. How could this document have expired in March 2021 when it was issued in June 2021?

2. How reliable are the responses from the call centre and are there any documents that I can provide at this time to help my application?

3. I am running out of 180 days post program completion in end of February 2022. Should I apply again before that deadline? Can I do anything about my previous application?

2. Not reliable.
3. Normally I am a fan in doing things yourself, however in this case I would recommend you hire an immigration lawyer to help you put the application together and apply before the end of Feb.
