Customs clearance and handling charges

Hi,
Does anyone have any information on what the Canadian Customs clearance and handling charges are?
We are bringing just a four 'moving boxes' and a couple of snowboards and will be shipping them from UK to Winnipeg. But we have two quotes - one for £450 and one for £650. The most expensive quote includes customs clearance and handling and the cheaper does not.
Would it be cheaper to pay the £650 and not have any other 'customs clearance and handling' fees to pay?

I'm not sure but I saw that if you land as a PR, you won't pay duties and fees..
maybe I'm wrong.
Hope someone else can help u out better
