I am currently in Canada on a Closed Work permit which was issued based on an LMO. My work permit is valid thru July 2016. Can I use this LMO to get the 600 points under Express Entry for PR or Do I need a new LMIA?

hope for the best

As long as your job code is under NOC. O, A or B then you can apply EE

Looks like Food counter attendant is NOC skill level D, so not it does not apply to an EE application.

See the Matrix here for an idea of what is 0, A, B, C and D:

And check out the description of Food Counter Attendants

Yes, you can, but having the LMO is only 1/2 of a "valid job offer" / "arranged employment" - the other half is you need a written offer of permanent employment (from the same employer), contingent on obtaining PR status.
