I just want to confirm and just to clear my mind, because i am still confused

So we got a call from the Canadian embassy ( august 4 2014 ) from Havana, telling us we need to apply our child who is born in Cuba for a Canadian passport to bring her here also, since she will be a Canadian, my questions are:
1.) If my child received the Canadian passport in Cuba, does she require any paperwork like visa or anything to leave the country or her Canadian passport will be fine?, since she is not a Cuban.
2.) i filed my sponsorship for my wife on December of 2014. It pass the deadline for the process of the paperwork. ( they said before 6 - 9 months). ( noted: they told my wife, after the baby received the passport, she will get the visa...) Is there a possible of her getting an interview in this time. Even though the deadline is already pass or they will gave her the visa automatically?
