CSQ - is it required to sponsor my family in Quebec?

Dear all,

I am Canadian PR Holder; I am applying for a family class sponsorship for my wife and two kids. I've filled the applications and all supportive documents are attached!

My question: is the CSQ (Certificate de Selection du Quebec) required? if so, how to apply for it?

Hello,

For the CSQ - you need to wait for the sponsorship approval. Once you have the first stage done (3 months from the date your application has been received for now, maybe a bit less), you can send it to the Quebec Authorities, and they will proceed for your CSQ. In the application it asks if you have it - you can put no, and CIC knows that you have to wait, no worries.

Many thanks for your response. Allow me to give you few hints about my case.

November 2011 --> I have applied for a family sponsorship (My wife, and kid)
February 2012 --> I got the 1st stage confirmation (UCI and file number), and the application has been forwarded to the requested visa office (Syria).

Now, I have a small issue which is I have a new baby (2nd kid) who was born after the submission of the application (born in 31st Dec, 2011).

What shall I do?

shall I send the (change of circumstances) to add the new baby now or later? when?
shall I send the (change of circumstances) to CIC (in Mississauga) or to the requested visa processing office?
shall I apply for the CSQ at the same time of sending the (change of circumstances)? or, wait? and wait for what?


I highly appreciate to get help on the above.

Hello Tender_heart,

Congratulations on the new baby!

Unfortunately I am not completely sure what to do. I know that you need to notify CIC as soon as possible, because I suppose your baby is not a canadian citizen so you will need to sponsor him as well - but the process is a bit more complicated, and I don't have the knowledge for that. ( if i remember right you will need to apply for a visa for him, and then sponsor him)

So - wait a little bit, and probably one of the senior members (PMM, OhCanadiana, Scylla, Wilson etc :) ) will answer with more details about what to do.

You need to add the baby to your application as soon as possible. Go through all the forms and re-do all the forms that will have changed because of the new baby. Add any documents that are needed for the baby. Then send this package to the visa office in Syria marked with your name, date of birth and UCI number and explain in an attached letter that your wife had a baby since you applied and you want to add it to the application.

First, please note that the Syria Visa Office has closed and Amman has taken over responsibility for PR applications from Syrian nationals

1. Send a case specific enquiry to Amman through this link: http://www.cic.gc.ca/english/information/offices/missions/amman.asp and advise them that you had a baby. If possible, include updated scanned copies of all your forms (as Leon said - go through all the forms and update all the ones that change) and go through your checklist and add anything that you need for the baby (e.g., birth certificate, passport, medical, etc.).

2. Make any added payment necessary. If you do it online, submit a copy of the payment to the VO and also e-mail it to CPC-M asking them to reflect payment in your file: CPCM-EXTCOM @ cic.gc.ca (online payments can't be processed by VO abroad yet). Otherwise, check the Amman website for instructions on how to pay them directly (if possible) - jordan.gc.ca

3. You should have gotten instuructions to apply for the CSQ already, assuming you will live in Québec, (when CPC-M approved your sponsorship). See http://www.cic.gc.ca/english/resources/manuals/bulletins/2012/ob295A.asp
If you haven't done so already, follow the instructions to download the Quebec undertaking kit and complete it (including info on your new baby).

1: what do you mean by later?
You mean once your wife and first kid get their visas then you want to apply for the second kid.Do you think she will have enough time to wait their to complete the process for second kid.It is your choice now you want to get visas for all family members then you have to apply now but if you want to lengthen the process then you can apply later once half of the family get their visas.
2:Contact syria,because you are through with CIC Missisauga.
3:you can send changes now and then CSQ for three of them later once you get them.

I am still wondering your baby is already 7 months old and you still haven't notified any concerning department.If you will not tell them how would they know it??????How and when your baby will get his/her PR.
You are still so confuse about the CSQ thing .If you have Quebec health card I think you are already Quebec resident.You have no choice but get CSQ.
In the end i would like to give my personal thoughts that when I think about your family and kids how hard it would be for them to live without you and here you are still so confuse about this process.Please don't mind if you find it difficult get some consultants help .Because in my opinion you are just making this lengthy process lengthier.
I myself being a female and part of this waiting game once know very well how hard it is for souses especially wives and kids to wait for this process to be over.And its been like 15 days I explained you very well that you really need CSQ if you intend to live in Quebec .

Sorry to keep bothering you with the same issue. But I seek you advise on:

1) My kid visited a nominated clinic for medical exam (he is 8 months old) today. They are refusing to hand the medical results by hand to us, they want to send directly to CIC-London and no other CIC or VO address; they are justifying that by having an agreement with the Canadian Government to never hand the results by hand to any candidate! or unless we get an official notification/letter from the CIC office to permit us with this.

Alternatively, we've asked them to send the results to VO-Amman (Jordan) and still they are refusing!? (They will check with CIC-London).

So what shall I do now? any suggestions?



2) For the CSQ application. Usually how long it will take for the processing? any interview would be requested? NOTE: this is a sponsorship application.

The Panel Physicians (aks Designated Medical Physician, DMP) is correct - the Panel Physician will only give you Appendix C to submit with your application and will send the actual medical exam results to the Regional Medical Office for evaluation and processing. CIC will then be advised of the results.

The page you link to is the document the DMP fills out and mails directly.

Assuming you are applying outland, you need to take Appendix C from your regional medical instructions to the DMP when they conduct the exam. For the US for example, the link is http://www.cic.gc.ca/english/pdf/kits/guides/3910e.pdf. You can find your regional instructions at http://www.cic.gc.ca/english/information/applications/fc.asp.
