CSQ and Sponsorship

Hi,
I wish to sponsor my partner (who lives in Germany) to emigrate to Quebec. I was accepted as a sponsor in November 2017 and his CSQ is valid until 2021. However, he was refused by Immigration Canada in June 2018 because we applied under the wrong category: Conjugal partners instead of in the Family class.

My question is the following: Do I have to go again through the sponsorship approval process even if his CSQ is still valid?
