I am getting total 13+25 = 38 points for Skill Transferability Points:

CRS - Skill Transferability - Education - 13
CRS - Skill Transferability - Foreign Work Experience- 25
CRS - Skill Transferability - Certificate of Qualification - 0

I have seen many people getting up to 100 points in this category. Just wanted to know how the point is calculated in this category?

For CRS - Skill Transferability - Education you are getting 13 points because you have completed ONE Post secondary degree which was one year or longer while getting a average of 7 on your IETLS.

For CRS - Skill Transferability - Foreign Work Experience you are getting 25 points because you have 3 years or more of foreign work experience while getting a average of 7 on your IETLS.

It is under EE profile creation process.

you can do a CRS calculation here:

canadavisa.com/comprehensive-ranking-score-calculator.html

then it will send you the breakdown (if you request for it) of the points you have obtained.
 
Do you have a Certificate of Qualification issued by a Canadian Province or Territory (excluding Quebec and Nunavut)?

What should I select? If I select yes then I am getting additional 50 points. I have WES but no Canadian Degree!

Well answer the question truthfully, you can't just say yet because it gets you additional points.
It sounds like you haven't received any qualifications from a Canadian institution, so you can't say yes there.
 
I have CPA awarded by the Province of BC through previous experience and education(ACCA) but the CRS score for Re: CRS - Skill Transferability - Certificate of Qualification is 0. It appears something is wrong somewhere

The certificate of qualification is for trade occupations (mechanic, plumber, electrician)

You do not qualify for these points.
