I have seen people saying above that it is not possible to get an EE PR with score below 400 but if you see the pool distribution for Aug 17 itself, there were people who got a PR for scores as low as 300.

Can someone explain how that is possible and the reason behind it ??

There is a difference between scores in the pool which you are referring to, and the actual applicants who were invited to apply. No one ever got an invitation with a score of 300.

No, he is referring to the distribution of scores currently in the pool thinking those are the scores invited.
Like 200 people >600
4000 450-500
156543 400-450
And so on
 
So, that means, as these scores are amended continuously, there is always an uncertainty. And if our luck is good, we may receive the ITA (like it happened in #64 – May 26, 2017 when the required CRS went down to 199 points)
No one ever got an invitation with a score of 199 :D
 
You are still mixing up 2 things.
I'll try to make it simple
You have 100 thosand sheep in the barn. Their scores are ...... ( thats the table you are reading)
Out of those 100 thosand sheep, we only invited the 3000 with highest scores, the lowest score of those 3000 we invited was 434.

Oh alright, I never got to check this page much because we received ITA few days after submitting.

In #64 it's the "Federal Skilled Trades Program" not FSW.
 
Hi everyone. I would like to apply but my max score is 447 (31, masters degree, only 2 years of work experience that can claim, ielts band 8, wife same criteria), should I do it or think about PNP instead. BTW, my studies and NOC are IT related. Thank you.

Just sit tight and wait for ITA. You should be able to get ITA in next round.
 
People who are stuck are in 420 like me are really hanging with breakable string of hope. don't know if any there is any chance of CRS score coming down in this 2017 or not. really upset and depressed
