CRS score stuck at 427

Hello Everyone,

I have created my EE profile as below in Oct 2018

IELTS - Overall 8.0 (L-9, R -8.5, S -7.5, W - 7.0)
WES Cred Eval - Completed ( 3 or more years Bachelor Degree)
NOC Code - 2173
Job offer in Canada : No
CRS - Overall Score 427
Country of application : India

Looking at the current trend of ITAs, I seem to be short by around 20 points and the current trends indicate that the chances of getting an ITA look very difficult and thus increasing points seems to be the only available option.

Can anyone suggest what are the possible options that I may look forward for to increase the score ?
PNP - Is my score valid enough to get a PNP from any state ?
Learning French - How feasible would it be to aim for additional points in a year provided that I need to start from scratch
Additional Degree - Are there any 1 year post graduate diploma certifications available in computer applications which can fetch a few additional points ?

I m at 428 and started a one year degree to gain additional points. Look around some universities near you for 1 year / 2 semester full time equivalent courses. Online Masters or a degree from ignou can be an option for you.

French from a zero level is risky as all depends on how you score after months of practice, a degree on the other hand is a sure shot way
