CRS points

I am applying for the FWP Express Entry, I have the following questions, please can you assist me

1. Relative points
My sister just got her Permanent Residency card for Canada, however they are not living in Canada yet, only planning on moving to Canada in 2021, can I still get the 15 extra points?

2. CPA certificate
I can register as a CPA Ontario will having a CPA certificate add to my CRS points?

3. IELTS score
For the IELTS exam I scored R 9, S 8.5, L 8.5 W 6.5, so my score is now on 398, if I submit my express entry and rewrite the test and my score is now R8.5, S 8.5, L7, W 7, will the crs point only recognise the increase in writing or will it drop my point because listening reduced?

3. No. For 8 7 7 7 and above you will get at least 50 more points. This is magic combination. Go for it if possible. If they give you 6.5 again in writing do a re-evaluation and you will get 7 in writing.
I tried it and got 7777 in first attempt after reevaluation. Before that it was 7776.5
