CRS points Q#(4); is private college certificate accepted？

Hi everyone.

Recently, i started search about PR.
when i start to circulate my points by CRS, i got a question.
i am very appreciate if somebody helps me!

-I have a bachelor degree in my country.(4 years university)
-I need Canadian studying experience for my points.
(need 1 year certification)

1.is private collage certificates count as a official?
　→the school is not for PGWP. but its on the list of DLI list

2.if 1.is YES, can i have ”two or more.....” part by 4)?

3.I am confused by this part;

• you must not have studied under an award that required you to return to your home country after graduation to apply your skills and knowledge

　　　→is this means that NEED TO BE PGWP-school??

i am planning to go to school for one year then taking working holiday program to earn my points of Canadian working experiences. (I am working as a skilled worker in my country now.NOC/B)
then choosing school in Canada is important for me now.
I have to have Canadian certificate.....
