There is no 'mandatory' like things for CRS in ITA process.
You are able to get in the pool with <400 CRS, as far as you are eligible for applying under particular stream. But, yes, to get the ITA, you must have your CRS equal to or more than the lowest cut-off value decided by IRCC for that draw.
If you have 382 score, you should enter the pool, meanwhile try to improve your score, i.e. get higher bands in IELTS, increase your education/work experience, increase your adaptability factor points under spouse criteria (if applicable).
