Crossing the border for CPR with a DUI (USA)

Hello all
I live in Minnesota. I am currently in the process of getting hired by the Canadian Pacific Railroad (operates in northern mid-west US and Canada). I will be hired in the US, but due to my location will be required to cross the border into Canada for work fairly frequently (presumably on a weekly/monthly basis). I got a DUI in the summer of 2011, officially being convicted later in that year. There was a 2 year probation on the conviction, which makes me eligible for rehabilitation in January 2019. After talking to the border agents in North Dakota (closet crossing to me) they told me I would need a TRP/temporary residential permit. Is this correct? I've gotten different advice depending on the Canadian official I spoken with.
If there is correct, it appears that the form for rehab and TRP are the same, and thus require FBI and state records that require a bit of time to get. This opportunity randomly presented itself and is fairly time sensitive.

1. Yes it is correct, you won't be eligible to apply for rehabilitation as you say until 2019 and will require a TRP to enter Canada. Since it would be for more than one entry you will have to apply to the LA or New York Office
