criminality was passed then changed to not started (Criminality assessment twice)

Hello everyone!
According to the IRCC agent I spoke to two weeks ago, he said the criminality was passed and eligibility is not started. But when I called yesterday, another agent said eligibility is passed and criminality is not started. What does this mean? @legalfalcon
