criminal rehab~19 months and still nothing

I have submitted an application for criminal rehabilitation to Washington and on January 8th 2013 I received notification that I had everything right for my application. In march 2013 I got a letter stating they had sent it to New York. I only have one offense in 2006 (dui) I have been told that it should only take 6 months it now 19 months later! Emailed said because of closures of other offices the are backed up. I was wondering if anyone has been thru this...I was hoping to go to canada in August if I dont have it,is there anything I can do to possibly go without it while application is processing?

You could try for a TRP (temporary resident permit). It's difficult to say what your chances are of being approved. If you have a strong reason to visit Canada (e.g. sick immediate relative, children in Canada, something like that) this will increase your chances. Note that a TRP is not the same thing as a TRV.
