Criminal record check requested... So confused

Hi, we received an email from IRCC requesting certified criminal record check based on fingerprints so we went to local RCMP office, finished all the steps, received the envelop and was just about to scan and send it via email.

However, it says "You must send the fingerprints and a copy of this notice directly to the RCMP National Headquarters in Ottawa" which doesn't make any sense to me... I got the envelop (of criminal record check) from Headquarters in Ottawa but I forward that back to Ottawa again??

I think sending the fingerprints and a copy of the notice directly to the RCMP Headquarters only counts when you do fingerprints scanning at local town police department?

In my sense, if I do the fingerprints scanning at local RCMP office, they do criminal check on their own and send me the final result (a.k.a. criminal record check) and I don't send it to anywhere but attach the document to IRCC email address.


1. What does sending directly to the RCMP Headquarters in Ottawa mean?
2. If I had done the fingerprints scanning at RCMP station, the envelop that I receive from RCMP contains the criminal record check, correct?

Also, does criminal record check contains four fingerprints only? (My photo in the middle and two fingerprints each on the side?)
