I'm going to be getting married in a few weeks to my fiancee in the Philippines. We are trying to get a head start on all the paperwork and coming up with problems trying to get her criminal record checks.

She lived in both Lebanon and Singapore for over 6 months.

The singapore embassy will not release the criminal record check without a request from the canadian government/embassy.

The lebanon embassy says the same thing as well as needing a copy of her work permit from when she was there which she doesn't have.

From reading the documentation on the webiste it's unclear to me how i should proceed, I believe the Canadian government is aware of the issues with Singapore so we should be able to request that after without a problem but I can't find anything about Lebanon except that it leads me to believe the lady on the phone is giving me a bad answer, although that might not be the case.

So just submit the application without these 2 criminal record checks? Is this going to cause problems other than the delay of having to get the record checks later via the canadian government request.

Any help or advice or your own experiences with criminal record checks is greatly appreciated.

So as i expected I called again to the Lebanon embassy and we were able to get the process started for the criminal record check. They would not give us a receipt though which I found strange.

So my only outstanding question is can i submit the visa application with a note stating that we will give them the police clearance from Lebanon once we receive it (which will take 3-6 months) or should I wait the 3-6 months and then submit the visa applications at that time?

Either way the Singapore police clearance will need to be appeneded after, but i confirmed on the cic website that the canadian governement is aware of this.

welcome to the forum and good luck on putting together the application.
People have different ideas about what to do with the Police Checks. I would say it depends on how far with your application you got already. If you're at the beginning, and have not done the medicals, and not finished with the rest of forms etc, you might want to wait a little. If by the time you have put everything together, and the Lebanese Police Record is still not there, then I think you could go ahead. Include a "polite letter" in the application explaining that you are aware of the fact that you are required to submit a Police record, but that it is taking longer than expected, and you have started the process on that date (and print any email correspondence proving that if you have any). For Singapore - CIC is probably aware, but you can still include a letter also to show that you know about it.

Then send off your application to Mississauga (make sure that nothing else is missing), and once you have the sponsor approval, a file number etc, then send the papers ( hopefully you will have the Lebanese one by then) to the VO handling your file... normally the first stage is about mostly the sponsor background, but they also check that the file is complete, so it's important that they see that you are working on getting the Lebanese Police Check, so they don't send everything back.

I did that for my file ( needed 2 police checks that were delaying my file, had included 4 others from the other countries I lived in), and I sent the documents to the VO after being approved as a sponsor, and it was no problem. Of course it depends on the officer reviewing your file, but if you're polite, and explain the efforts you have made already, and the rest of the application is complete, it will hopefully go well.
