Criminal record/case dismissed

I was charged with a hit and run for an incident that happened after taking tje ielts test in 2017, after 2 years I got charged for damages amounting up to $200, it was a scratch I didn’t notice, finally in June was able to get conditional dismissal because the terms of conditional dismissal were completed. The criminal district attorney asked the judge to dismiss the charges and I am not aware to have ever plead guilty.

This incident happened in Texas, do I still qualify for express entry?

Doesn’t seem like criminal case. As long as you are honest when applying then you should be fine. Example - have you ever been charged? You say yes.
