So, One of the requirements for a PR application is submit a criminal background check and I was wondering where we could get that done and what the process is like?

Also, when I go through a medical check up for a PR usually do I need to give my carecard number?

The process completely depends on which country or countries you need PCCs for. About 90% of the info you need is on the CIC website.

Also, when I go through a medical check up for a PR usually do I need to give my carecard number?

You are a long way away from doing the medical check, and CIC will supply instructions for that if and when you get that far. I don't know what a carecard is, but in any case, your insurance will not cover it, you have to pay out of pocket for it.
