Is there a system for monitoring temporary residents, to see whether they overstayed their visas or left Canada on time? And if so, is a bad decision (the officer granted a TRV but the visitor overstayed) come back to haunt the Visa Officer who made the (bad) decision?

If so , this might explain why Visa Officers are sometimes so suspicious and difficult to satisfy. Their careers don’t suffer if they deny TRVs, but they approve ones that overstay, their careers may be jeopardized.

it all depends on the situation. some people with the strongest ties can overstay, that's why visa offices keep databases of the applicants with all reasons why a visa was issued.
