I received an ITA in 57th draw. After that I contacted my old supervisor for experience letter. He says he cannot give it and referred to his boss, who also said a similar reply and forwarded to the HOD. Now they are deciding whether to give me this letter or not. By the pace of how things are going I am afraid they may refuse the letter. However there is a possibility they may also provide it.
In this case, can I create a second EE profile without that particular employer (I am still above previous cut off) and try my luck in 58th ITA which is due this week instead of declining my current ITA, changing the profile and going to pool ? In this case I can use the employer letter if he decides so and continue with 57th draw ITA or look for 58th ITA without risk of losing my current ITA. Is this legally possible ? I know it is not good from an ethical standpoint and I would not have done this if my old employer was more cooperating
