Coverting Super visa to PR Visa from (January 2014)

I am a permanent resident in Canada since April 2008. My mother is staying with me in Canada since February 2012 with status of Super visa.
I heard that CIC will start accepting application for parents for Permanent residence from January 2014. I am planning to apply for my mother permanent resident.
Can you please advice me where I can find application form for it? What is the procedure? My mother is currently in Canada so where I need to submit her application and which form I have to fill out.
Shall I need to fill up inside Canada application or outside Canada application. Is it will be the processing center at Sydney? I am expecting some good advice.

The new forms aren't available yet. I'm guessing CIC will post them in Dec or Jan.

There is no in Canada process. The application will have to be sent to her home country visa office.

FYI, the income requirements will be 30% higher than supervisa, that too for past 3 years. Other requirements are 20 year undertaking
CIC will accept 5K apps only, app will go to CPC-M and once approved will either go to home country or CPP-Ottawa
Whole process is easy 4 years +
