Cover letter is not strong . Can I send a new document ? URGENT

Hi,
My parents eligibility has not yet started. I reviewed their document and felt purpose of visit is not written correctly. Sorry I can't paste the cover letter due to personal reason.

Can I send a new cover letter via IRCC form, and can that be taken into account while reviewing their application?

Please help. It's important.

You cannot replace documents that have already been submitted. While you can submit a document via webform, it will most likely not be considered. Sorry.
