You MUST select an appropriate College/University and a course/higher or atleast similar to your current qualifications and area of study. So, NO.. you should not apply for a 2 years diploma in graphic design.
Before you apply for Canadian study permits, you need to find an appropriate course in a recognized Canadian college or University.
You will need to choose a course in a Canadian college or university..in a province of your choice... matching to your previous level and area of training/ education/ work experience. You will need to visit the individual college or university websites, do research for yourself..and choose an appropriate course. To get admissions to Universities, you usually need 70-75% minimum marks in UG, good academic record, IELTS score(min 6.5, with 6 in all bands) and perhaps GRE score and/or work ex in relevant area. The admission process to Canadian recognized public universities is very high.
If you don't have such high academic record, next best thing is to apply for a PG(Post graduate) level course (also known as Graduate certificates/diplomas) of 1 or 2 years in a Canadian college related to your previous study. In most PG courses to colleges, min IELTS requirement is overall 6.5 (with no bands less than 6.0).
Hence, either you can look forward to study M.S in CS/IT in Canadian Universities OR study some IT related PG level 1-2 years in any of the recognized Canadian college. You may also opt for a 3 years advanced diploma/fast track advanced diploma, which requires a Univ degree.
You MUST choose a college course in the field of IT/CS related PG level course(Graduate certificates/diplomas) in any of the recognized Canadian colleges like:
