Course after Masters

Hi there,,

My brother has done M tech in computer science and he wants to go to Canada for further studies. We cant afford Phd.
Ielts 6.5 ( not less then 6).
Good educational record.( +70% in most)

Therefore , what are our options ?

And Our imm agent told us that the chances of getting student visa after masters is relatively low. Is it correct?

He could do another Masters - however he would have to increase his IELTS score so that he has at least 6.5 in each of the four categories.
