For the Police Clearance Certificate prior to moving to Canada I applied for PR from Dubai, for citizenship application does Dubai/UAE become country of origin? And I don’t have to submit a police clearance certificate?

I had the same doubt, but applied for a PC from UAE anyway. If you have your Emirates ID number, it's literally a 5 minute process to apply for one, and you'll get it in a day or two. The cost is Dhs. 300 for applying from outside UAE.
