Country of Issue?

Hi everyone,
I lost my passport 6 months ago, and then i applied at Indian consulate Toronto, Now my passport says Place of Issue = TORONTO
NOW, There is a question in Generic Application Form about country of Issue, so will it be still "INDIA" or "CANADA" as it was issued in toronto.

Toronto is the 'Place of Issue'...India is the 'Country of Issue' since your nationality is Indian.
