I have been working in Canada as a cook for two years and about 3600 hours, but there were some weeks in these two years that I only worked 20 hours per week. What does "at least 30 hours per week or an equal amount of part-time", exactly mean?
Also, I did not work for almost 6 weeks because of the Covid Corona-19 Virus lockdown and closure of restaurants, but in total, I have those 3600 hours. Am I eligible or not?

This is how you do the calculation:

1) For each week where you worked 30 hours or more, count this as 1 week of work experience (doesn't matter if you worked 30 hours, 60 hours or 90).
2) For each week wehre you worked fewer than 30 hours, add up the hours and divide by 30

The two numbers above added together will tell you how many weeks of work experience you have. If you have at least 104 weeks of work experience, you can count this as two years.

Just to add to the above, since you have some part time weeks and didn't work for six weeks due to COVID, you will only have a year of work experience in Canada right now. You'll need to work additional weeks to get yourself to 2 years. Do the math above to see how short you are.

Do you know anything about the COVID weeks? I have been eligible for EI and CERB at that time. Do the six weeks that I did not work but got the EI count? or the reason (Corona-19) for not working doesn't matter?

They do not count. You weren't working.
