Could I apply for visitor's visa while applying for working permit?

Hi, I'm a chinese citizen and now in the USA, the last day of my legal stay is oct. 31.2017. I accepted a Canadian university job offer and applied for the working permit. It seems that it's very hard to obtain the working permit before oct. 31. 2017. Could I apply for a visitor visa instead to enter Canada first? Thanks.

You can - but it will most likely take just as long for the visitor visa to be approved. I would forget about applying for the visitor visa and just wait for the work permit to be approved.
