Could ATIP make the application faster or slower?

There's no empirical evidence to prove either way. I did not have any movement on my file for many months. Then I wrote a letter in snail mail to them. Again no response. I applied for notes. A few weeks passed. No response. Finally got the notes. I found out that they had received my snail mail, disregarded it but added it to my file. A few weeks later, my file moved to an ageing inventory list.
