This is Gaurav Kumar Raghav.
I have 6 years experience as IT Consultant.
I am working for Company B in India since 11 July 2011.
Prior to that i was working with Company A India division for a period of 3 years i.e May 2008 till June 2011.
I have a employment offer from Company A Canada division based out in Vancouver.

My immigration lawyer asked me to file my Temporary Work Permit under Intra Company Transfer and it was rejected.
The reason was that I do not qualify under Intra Company Transfer.
Is it because i am not working for Company A currently?
I guess the point was i would not come back as i will have no job here in India.
(I would quit Company B and go to Canada)

My immigration lawyer has asked for re-opening my case to the CHC New Delhi.
What are the chances it will be re-opened?

Should i file my work permit under Skilled Worker Category?
If yes, did my previous application getting rejected would have any consideration on my new application?
How much time should i wait before applying in different category?

Get a new lawyer. Your lawyer has no idea what he's doing.

The Intra Company Transfer work permit is only for people who are working for one company now - that same company wants to transfer them to Canada to work there. There is no chance that an Intra Company Transfer work permit is going to be approved if you are working for one company now - but want to work for a different company in Canada.

I hope you haven't paid your lawyer any money. Fire him right now.

Thanks for the reply.
I have been trying to make the lawyer understand the same.
But to no avail.

I have not paid the lawyer but the company which is offering me job in canada has paid their firm.
What are the chances if i ask my company to take a LMO and apply for Skilled Worker Temporary Work Permit?
Will the rejection work against me?
